Abstract: The article establishes the evaluation index system of oil shale resources development potential, presents a series of evaluation index of comprehensive transportation work, and overcomes the limitation of traditional evaluation using the single stripping ratio index. Based on the theory of ecological footprint, the article puts forward the comprehensive footprint index to characterize the occupied intensity of ecological resources used in the development of resources, and achieves the regional comparison and mineral comparison among the indicators. Based on the principle of optimization and fuzzy mathematics, the author establishes the evaluation model of oil shale resources development potential and obtains the weight of each evaluation index.

摘　要：建立了油页岩资源开发潜力评价指标体系，提出了综合运输功的系列评价指标，克服了传统评价采用单一剥采比指标的局限性，基于生态足迹理论提出了综合足迹强度系列指标，用以表征资源开发的生态资源占用强度，实现了指标间的区际比较和矿际比较。基于最优化和模糊数学的基本原理建立了油页岩资源开发潜力的评价模型，求取了各评价指标的权重。
