摘 要：结合胜利一号露天矿近年来安全风险预控管理体系推进成果，从员工作业过程、行为频次和风险级别对人的不安全行为进行了分析，并结合日常安全管理方法提出针对性的管理手段，实现了对人员不安全行为的超前管控。

Abstract： Combining with the results of safety risk pre-control management system in Shengli No.1 Open-pit Mine, the article analyzes the staff working process, behavior frequency and unsafe behavior of risk level to people, presents the targeted management means combining with the daily safety management method and achieves the advanced control of staff unsafe behavior.
